Recently, the Minister of Interior, Dr. Olubunmi Tunji-Ojo, announced the elevation of Shem Obafaiye, a Senior Officer, to the position of Deputy Commandant-General at the Nigeria Security and Civil Defence Corps (NSCDC).
This promotion comes alongside the recognition of two other colleagues, Fasiu Adeyinka, former Kwara commandant, and Raji, former Imo commandant, who were also honoured with the title of deputy commandants-general.
Dr. Tunji-Ojo took to Twitter to share the news, stating, “As the chairman of the Civil Defence, Correctional, Fire and Immigration Services Board (CDCFIB), I decorated the three new Deputy Commandants General of the @official_NSCDC today.”

Obafaiye gained widespread attention across Nigeria following an infamous interview on Channels Television in 2013. During this interview, he was asked to provide the NSCDC’s website for public access to agency information. His response, filled with ambiguity, captured the nation’s attention.
He cryptically replied, “The one (website) that we are going to make use of is going to be made known by my Oga at the top. Yes. I can’t announce one now, and my Oga says it’s another one that we are going to use. If you want to know about NSCDC as at now. Ok, www.nscdc…. That’s all.”
This moment, condensed into a 1 minute 8 second video, quickly went viral on social media. The phrase “Oga at the top” became a cultural phenomenon, inspiring music DJs to create a remix of the interview. Additionally, merchandise such as shirts bearing the ‘Oga at the top’ logo flooded online stores.
Following this incident, Obafaiye was eventually replaced as the NSCDC’s Lagos state commandant, succeeded by Clement Adesuyi from the Oyo State Command. This marked a significant transition in Obafaiye’s tenure within the NSCDC hierarchy.
